Anything procedural - and the smaller the amount the BETTER. Make them show up. Make them take the time to do it, spend the man hours, file paperwork, etc. etc.
Imagine a traffic court having to do EVERY SINGLE traffic and parking ticket. Every governement agency having to convene hearings. Every corporation who has fucked you over having to respond, to send an attorney to litigate.
We could bring the system to a screeching halt.
